The general requirements for admission to the Howard University Graduate School will also apply to the exchange students: Howard University promotes academic excellence through a highly selective admissions process. Individuals who are admitted must show strong personal motivation along with backgrounds of consistent academic growth and achievement. The university also attracts and seeks out socially and economically deprived students who show promise of gaining from Howard education. To protect its character and standards of scholarship, the University reserves the right, and the applicant concedes to the University the right, to deny admission to any student at any time for any reason deemed sufficient by the University.

Any applicant with an acceptable academic record and an undergraduate degree from a regionally accredited institution or any foreign student with equivalent qualifications is eligible to apply for admission to the Graduate School . Applicants are expected to have received adequate training in the fields in which graduate work is planned. The department in which the student plans to study shall determine whether or not the student's training is adequate, and if that student is qualified to be admitted for graduate study in that particular department. If a student's training is inadequate, that student will be required to take such additional courses as the department prescribes. Special admission criteria for the individual departments are included in the descriptions of the programs of study offered through the Graduate School .

Most graduate courses have prerequisites. Prospective exchange students should work with the UTEP graduate school to determine whether their academic background prepares them for particular courses. Individual departments in which exchange students wish to work will determine whether the students preparation and background are appropriate. Students must possess the basic qualifications for admission to the UTEP graduate school: an acceptable undergraduate/graduate record and a degree from an accredited or recognized institution.
